With over half the Eldar line out of print are there any third party makers that produce similar sorts of models?
I'm specifically looking for Banshees and Dark Reapers, as well as Shining Spears.

By out of print, are you talking about out of stock instead? Because as RaptorusRex said, all three are already plastic models actively made by GW themselves.
Outside of bespoke STL's you can find online, as far as 3rd party vendors, at least for Howling Banshees and Reapers, Artel W is the go-to for those models:

The Artel miniatures are exquisite. They are the best resin miniatures I have ever worked with. Apart from some stylistic choices, their biggest problem is scale. They are just 28mm, not GW's heroic 28mm. I think they're better proportioned than the GW models, but may appear small next to the real thing. The bases they come with are taller to offset this.

Head to the Etsy website and search what you need, you can find some really amazingly designed miniatures that people can 3D print. Though I don't play Eldar I've seen plenty of designs of Banshee and Dark Reaper equivalent miniatures there.

Being a bit of a Grognard, I'd suggest vintage metal from Ebay.
However, if you're already collecting the modern versions, head over to Etsy and buy some prints of 3d models. There's always plenty of alternate versions of 40k miniatures. Usually cheaper, sometimes better, and often with some cool subtle differences to make your force just a bit unique.
