Table of contents:
*Oragnized by role
*My thoughts
*As a traditional list.

--- Suboden Khan (115) with 3 outriders and an ATV with a multimelta (140). They likely stage turn 1, charge turn 2.
--- Combi-weapon lieutenant (70), and three individual ATVs (60+60+60) as action monkeys and objective sitters. Heavy intercessors (100) to sit in the open and hold primary.
--- Stormraven gunship (280), TL lascannon and TL multimelta, with the following likely inside: 5 hellblasters (110), 3 eliminators with snipers and carbine (85), 3 eliminators with lasfusils and carbine (85), 1 phobos librarian with hunter's eye (95), attached to whichever eliminator squad is a better idea by matchup. This unit crashes a corner of the opposing backfield, shoots, and hops everyone but the hellblasters (who don't mind getting killed and can screen the stormraven from charges) back inside.
--- Captain with spearpoint paragon (95), with sternguard vets (100), rapid ingressing.
--- Stormspeeder Hammerstrike (125) for uppy downy firepower.
--- 2 squads of 3 devastator centurions (165, 165) to control/threaten the firing lanes, or, if a change of plans is called for, to put one unit in the stormraven with an eliminator unit.
--- Incursors (80), though I'm iffy on them as a choice. Maybe intercessors would be better.
1995 points.

Thoughts:
171 wounds, total. That's 11.6 points per wound.
A lot of units with assault weapons (heavy intercessors, incursors/intercessors, sternguard, hellblasters, Suboden's squad), to synergize with the detachment rule.
Hunter's eye is configured for resuability and mobility over output. I want to experiment with pinpoint sniper delivery and hopping back in the stormraven, but not sure how effective they are. Could replace all eliminators and librarian with 5 more hellblasters, a lieutenant, and an extra scout squad. Or just replace the libby with a lieutenant. Your opinions?

As a traditional list:
115 Suboden Khan
70 Combi Lieut
90 Phobos Librarian, Hunter's Eye
105 Captain, spearpoint paragon
100 Heavy intercessor Squad
85 Eliminator Squad, 2 lasfusils, carbine
85 Eliminator Squad, 2 sniper rifles, carbine
110 Hellblaster Squad
140 Outriders with ATV
60 ATV
60 ATV
60 ATV
280 Stormraven Gunship, multimelta, lascannon, hurricane bolters
80 Incursor Squad
165 Devastator Centurions

As much as I'd like to make Eliminator snipers work, in the current ruleset, I don't think they're worth it.

I think you would be better off with a full unit of Hellblasters with Lt. At the very least, you'll get more out of Hunter's Eye with a full 10-man Hellblasters unit.

The only case I could see Eliminators being worth it in your scenario is actually using their shoot and scoot ability to move out and capture an objective or get into another table quarter, in your opponent's deployement zone, etc. and score you points or force your opponent to deal with them rather than the other unit deployed with them (i.e. especially true if you drop 3 Centurions). The issue I often have with my own lists is actually being able to capture objectives. I can kill stuff on objectives in shooting no problem, but puting OC on the point is harder if you don't plan to charge.

Is your Storm Raven in hover or aircraft mode?

Hover 100% of the time. I came close to use it in aircraft mode against Orks because they have 0 ways to interact with it, but waiting three turns to have it and it's content contribute to the game is a death sentence.
