If I am right, the majority is the Marine Commander kit in plastic, the head however appears to be one of the FW resin officer heads from a special character. Oh wait, it must be the FC resin part from a sicarius as he has that kind of Roman style helmet comb.

and well i have so many different ways to lead men into battle pictured in my mind... and to be honest... none of them invlved hailing cabs

Really good work on Sicarius, the whites on the cloak are most impressive.
Nice kit-bash on the SM Captain, the head swap is simple but most effective.
