Can Attack Bike Squadrons and Scout Bike Squadrons with the "BSAW" purchase Expert Rider?

As listed in the codex:  "Any Bike Squadron may take the Expert Rider Skill at +2 points per model".  Is this intended to state that any >Bike Squadron< (whether taken as Troops, Fast Attack, or Elites), or >any< Bike Squadron, whether a Bike Squadron, Attack Bike Squadron, or Scout Bike Squadron?

By RAW, i think technically yes.

It was actually OKayed by Gavin as far as I recall. Or one of the GW developers. So it should be in an FAQ.

Does that mean Scout Bikes can be taken as Troops and Elites?

This was only in the unofficial sticky posts on the GW forum. Nothing official has ever been made known on the subject.

The fact is there very clearly are "Bike Squadrons", so assuming that Attack or Scout Bike Squadrons are the same thing without official clarification may often raise some eyebrows.
