The reason for confusion is because this codex was written and realeased the same year as 5th ed, but almoast 6 months earlier, so the wordings follows the 4th ed rulebook which on pg.6 (the hardcover one) have two different Headings under models, Non-Vehicle models and vehicle models, that is why they have a different wording for normal models and vehicle models.

So the conclusion is that all models except vehicles are removed from play, and vehicles suffers an automaticly penetrating hit instead.
