Also, people tend to have a problem with me fielding a commissar in nearly every squad I have, for some reason.

I never understood why people think that guardsmen shouldn't have commissars everywhere. If a guardsman squad fails morale, one of their guys die to keep the squad in place, what's so bad about that?
Rather than simply making the unit fearless there is a cost each time, and this can be heavily abused by anyone who can regularly demoralise guardsmen, making them kill themselves, and thus providing a weakness. Commissars, imo, are one of the more balanced squad upgrades
