I think GW needs to do a comprehensive balance pass not just through every codex, but they need to look at issues like CP and stratagems and terrain to take the game where they want to go. Agreed. But judging from the inconsist power levels of different codexes/supplements and the sheer number of over/under performing units they ignored in ca2019 taking everything in at one time isn't something gw does.
