I am thinking of making a Stealer swarm (50+) and was wondering if scuttlers is worth the cost?

If you're going genestealer heavy, yes, it is totally worth it. It will get you into combat sooner, and lets you take advantage of terrain earlier in the game.

I don't do it and here is why. My nids run about 50 stealers, say the opponent is 25" away, turn one scuttle, move, fleet do not charge until turn 2. Without scuttle you move your 6" both turns for 12, and an average fleet roll of 3.5 you will get in second turn anyway thus allowing more stealers. I find that the law of averages really works in this case. For every 3 units 1 will make a charge turn 2 no problem, one will get like 1 model in base to base barely and 1 unit will not charge at all. I like the strength in numbers and would rather more stealers anyday. I have a friend that palys nids that disagrees but I have alot more success than him so I will stick with my stealers with just extended carapace.

It may seem a little crazy to invest so many points in a single trooper, but I've had very good results using scuttling Genestealers with extended carapace.  Scuttlers definitely allows you to put a lot of nasty creatures in the middle of the board very quickly.  I find that without extended carapace they can be mowed down pretty easily by massed bolter fire.  Scuttlers gives them increased survivability and a chance to engage any infiltrators or any enemy stupid enough to come towards you on turn one.  Plus it helps you keep your numbers up once you are stuck in.  Back the stealers up with a broodlord and some dead shooty types and you've got a fast and dangerous army.
