Can a ordnace weapon hit the tank that fired it? Say, a leman russ is firing a battle canon at point blank range, gets unlucky with scatter dice and the blast template ends with the central hole on the tank. Can the tank destroy itself this way?

Oh yeah! Although rare, it happens. Usually, a force like orks or something will find it safer to run up within 1" of a tank and force the thing to move if it's going to fire at them causing an extra dice to be rolled and all that (if the thing doesn't have sponsons).

...of course, usually one of them has a power klaw so the tank is pretty much gone at that point anyways.

Yeah, my demolisher has killed itself a few times like that. The leman russ though is usually safe. av14 vs str 8.

The scatter roll does not necessarily signify inaccuracy with ordinance weapons, but also how it bounced before exploding. The explosive hits the ground, and bounces back onto the tank before its detonator detonates it.
