I'm doing some re-fitting with my I.G. and was thinking about giving them Chtameleoline cloaks.  I would love to do this if there is a cheap boxed set with 20 cloaks in it that will fit on a guardsman.  Otherwise does anyone know of a good color scheme for chameloline that looks good on a Black/Gray uniform?

The wood elf glade guard boxed set has enough cloaks for everyone. You'll have to file off quivers and the small peg where it fits into the elves' bodies.

You can also just put thin greenstuff "parkas" over them, which would be about the cheapest way to go and isn't particularly hard. Alternately, and easier to sculpt, would be GS ghilie suits. Years ago I did this to several metal scouts/IG snipers to add some diversity and they turned out pretty darn well without being a pain to sculpt.
