Are Space Marine chapter serfs still respected by the chapter they're attached to?
Also I heard that some space marine recruit at the last minute refuse to become a space marine and thus become a chapter serf; is that true?

It depends on the Chapter, and the serf.

The SWs for example, respect their Serfs as fellow Warriors fighting even without the huge enhancements that the Marines have. This is mainly due to the fact that they are volunteers (there are no failed initiates for the SWs, they either die or turn into a Wulfen).

Whereas the Imperial Fists dont respect their serfs as much, seeing in them many failed initiates, and therefore a source of scorn and indifference to those who succeeded.

The salamanders also respect their serfs (and many have personal brander priests who stay with them for many years).

So, it depends on the circumstances....

In Rynns world Pedro Kantor is very friendly towards a serf who's body rejected the implants to become a marine. Kantor pitys him so he gives the man a high position on Rynn.

It is very dependant of which chapter, some see them as valued allies while others see them at the same level of servitors (not including Iron Hands)

Is there any information on blood angels serfs and how they are treated? sorry to bring back an old topic... seemed to fit here.

In the blood angels omnibus its talks about how serfs are respected because they do all the tasks that keep the chapter in working order because most space marines would'nt go roung there battle barge fixing broken wires and other minial tasks.

Exactly, if you were arguably the most zealous of the space marine chapters in 40k for a puritan view of the Emperor's will. Anyone who fails to become a proper space marine is effectively denied the glory and honor to fight fully for the emperor. They are hollow men not knowing how to best live because of something as shameful as circumstance rather than what really matters... devotion.
