Also, I don't know if we're allowed to make suggestions or not, but there appear to be a lot of people still interested in Necromunda. Maybe your own take on the gangs would go over well?
Just tossing ideas around.
Add my voice to the idea of making not-necromunda gangs. I'd steer clear of not-Delaques, since they're very well covered by Heresy already. I imagine not-Eschers would be the most popular, but any style would be super cool.

I'm planning on making them conscripts.
I could see conscripting criminals into being bullet catchers.....
It's what used to happen in the British army circa 18th and 19th centuries, criminals were given the choice of prison/gallows/deportation to Australia or join the army. Wellington famously considered his army to be scum (yet respected their fighting abilities and loyalty).

Strictly speaking, that's what made Britain's army a professional army; the French infantry were conscripted, while the British soldiers 'volunteered'.
Main advantage this professional army had was training with live ammunition; oh, and Wellington. My god did he make a difference.

Oooh Vic! Vic! Vic! pretty pretty please, in addition to 'hive gangers' (which is my #1 choice if I only get one vote) another thing I'd absolutely LOVE to see - shakos for your Victorians! We've got a nice choice of headgear for them already, but Napoleonic Shakoes would round them out nicely (and get me spending lots. Again.)
And another possibility that might sell well - grenadier torsos? Cuirassier/Carapace armour torsos to allow people to make their own carapace armoured troops. I know they should probably have more than just breastplates, but it'd be close enough for most people.

No offense to anyone....but...
Sales of cool Guard stuff will be to Necromunda Hive Gangers what an ocean is to a swimming pool.
That being said, Vic, With Codex Inquisition out there, as well as in the Grey Knights books, I think there's a huge market for "civilian" type figures that can be used for Inquisitors, death cult assassins, acolytes, interrogators, psykers etc. I know I've thought about using your penal legion figures for psykers....
These could easily be used for Necromunda.

I suppose on the necromunda front, one doesn't have to strictly do the existing gangs verbatim; instead, just putting together a range of cool minis, that can fit the same themes, and most importantly have all the weapon options, will satisfy the necromunda market and also be flexible enough for other sales. Cawdor: zealot types, stabby and raving. cloth-masked hooded heads and some kind of pilgrim clothing or robes. Delaque: already covered by other makers, but who's not going to buy trenchcoat baldies with a gun-fu fetish? Escher: Already leading the 28mm field on realistic female warrior minis, so just make some female warriors with a post-apocalyptic stab-stab-stab feel. Goliath: overmuscled heavy weapon and close-combat look. I'm already using Torgo's Trench Raiders as these but Goliath's are the least popular gang anyway, and there's plenty of ways to make them with Catachans, Chaos Marauders etc. Orlock: Not so special, just a bandanna head option and the same bodies as cawdor should do it. Van Saar: Not so keen on bothering with these either, but a futuristic jump-suited warrior option might sell. The most important way to make the Necro market love you, and also a good way to tap in to modellers in general, would be if you could do a couple of sets of arms that can fit all of your existing minis, with the FULL range of ranged weapon options in the necromunda rulebook (especially the heavy weapons!) then that's it, every necromunda player will buy from you. Weapon customisation is the most difficult thing to do with Necro these days. Even just having arms for stub guns, autopistols, flails, plasma pistols and autoguns will get you far. But having more heavy and special weapons that can be mounted on a single human model, like the Heavy Stubber currently available, will make us all very happy. Already got meltagun and grenade launcher, so flamer and plasmagun is all that's remaining. Just now i'm looking at how to fit FW heresy-era heavy bolters and autocannons onto a human figure, and I'd much rather buy from Vic.

Except if Necromunda was so popular and sales so high, GW would have kept the game going.
VLM is a niche business in a niche business. It took almost a year I believe getting the Cadians done up. Hopefully those have sold well. I'll guarantee you Necromunda gangers, unless done very generically and in a way that can be used for general 40K, will only sell 1/10 of her other stuff. Its not worth the time and effort. Better for VLM to concentrate on items that will sell well and appeal to a broader market.
so yeah, weapon arms that would fit with her system of guards would do that. No one does a variety of pistol and hand weapon arms. Obviously plasma type guns would be good as well.

Well....necromunda style gangs can always be used as conscripts, or even the basis of a guard army if someone feels like it.
And I don't know the answer, but I also know that you can't either - is there a bigger market for the 17th alternative style of imperial guard troops (knowing that GW has a half dozen options too), or as the only good knock-off of a very niche necromunda. I think it's worth testing one of the easier gangs, such as Orlock, which can overlap very heavily with catachan knock-offs (and with a number of the existing styles in some cases). Orlocks tend to be an unpopular necro gang, but if they sell, then the market is there for sure for more necro stuff.
The other way to do it, and I know vics hasn't really gone in that direction, is to crowd fund the gang miniatures. Needs a little work ahead of time, but then you know if you have the market before putting too much investment into it.

Maybe test the waters with that redemption cult force? Caldor I think they're called, whatever the guy from Redeemer is from. They would make great priests as well so you would have less risk involved.
I was actually planning on using the Spanish Inquisition guys for mine, but that would be a cool option too.

They really wouldn't have, because at the time that Necromunda was dropped, having three permanent 'core' games didn't fit GW's business model. The games that went on to become the 'Specialist Games' range were only ever intended as short run entities, to be sold alongside the core ranges for a limited period and then replaced by the next game.
Necromunda was massive when GW were actively supporting it.
Having said that, I think that ship has sailed. While there are still certainly some people playing it (I'm one of them!) as a 'dead' game (that isn't Bloodbowl or Mechwarrior) it would be questionable as to whether or not it would be worthwhile releasing miniatures specifically for it this late in the piece.
And having said that, most of the gangs from Necromunda would still make interesting themes for Guard armies... and the difference between a Guard squad and a Necromunda gang ultimately just comes down to which weapons they are holding.

But if Necromunda (or any other specialist game) had been hitting higher sales than Fantasy they would have been kept and Fantasy would have been shelved
it's clear sales is king for GW

Judging by the price of resold Kasrkin on ebay some not-kasrkin to go with the Arcadians might be a good idea. Give some well armoured arms and legs, give them something similar to a hot-shot lasgun and you have not-kasrkin.

I keep seeing squads of ten go for $35-50, so I would personally be happy if you sold them, always need more Kasrkin, especially now that I can take Scions in platoons and as their own army.

I would be pretty excited for female highlanders or mordians.
I would also like some guard sized shoulder pads. I know, I know I have asked for this before. I hesitate to purchase the many cool arms that Vic makes because they do not fit in my vision of my 10K Cadian army. I love Apoc. I need more troops. If I had the shoulder pads to tie in the Arcadians I would buy a large number of them. Just look at the massive space marine market for shoulder pads. Now think guard shoulder pads with chaos icons, maybe one with an eagle, a couple of styles of blank ones. I honestly think there is a market for them.

TBH I don't like the Cadian shoulders, I much prefer Roman legion style segmented bands of armour. Although since I already do have tons of Cadians I think segmented Cadian shoulders (for example Lieutenant Mira's (Space Marine video game) shoulder pads) could actually blend in well and look nice, especially if you want to pick out a specific unit (vets, conscripts, carapace armour, etc) and make them look different.

And then there's of course that whole =I=munda wave, but then again, it's also a niche within a niche of veteran games who want to try to do something more, not a very big market. Also, most of those project seem to be using GW products exclusively, making this sort of stuff kinda redundant.

Now, I'd like to make one very important disclaimer - what you see here is NOT the master, it is the quick, low quality print to ensure that the piece fits properly onto the chassis.
