Having some trouble making a decent Salamanders list. Right now, it's at 865pts, so I need help filling the gaps.
REMINDER: This list will primarily be used for fun. It may enter the occasional tournament, but it's going to be played mostly for fun.
HQ:
Librarian w/ Epistolary Upgrade... 150
Troops:
Tact Squad w/ Meltagun, Multi-Melta (Or Missile Launcher), Powerfist, Combi-Melta, Rhino, Dozer blade... 250
Scout Squad w/ Telion, Rocket Launcher, Snipers... 225
Elites:
Sternguard w/ Powerfist, 2 Combi-Weapons (flamer and Melta), Meltagun, Heavy Flamer, Razorback w/ Assault Cannon, Dozer Blade... 255
Dreadnought w/ Multi-Melta, Heavy Flamer, Drop Pod... 150
TOTAL: 865
Now, here are my Questions:
> Should I get rid of the Librarian for Vulkan He'Stan? Or should I upgrade the Librarian with Terminator armor and a storm shield?
>Should I upgrade the Dreadnought to an Ironclad Dreadnought?
>Should I get rid of the Scouts for another Tact Squad?
>Are Bikes a good add-on for this list?

the scout squad I assume is composed of 8 snipers, 1 missile, and Telion. If so their cost is 200 points.
as for your questions:
Drop the epostilary upgrade and give the librarian the Terminator armor/storm shield upgrade at 1000 points.
- Vulkan works best for me at 1500 and above as then I have plenty of melta to sling around. If you do want to run him at 1k I would suggest bringing along 5 hammer terminators as they have a great track record for me at 1k.
Ironclad dreadnoughts are really awesome but it is a waste of points to have only one of them as they draw a lot of fire and the rear facing is quite broad.
At 1k points you really only need 2 troops for vanilla marines, though if you choose to keep the scouts I suggest that you combat squad them so as to allow for more potential targeting.
Bike squads will not mix very well with a slower army such as this and at 1k it is better to run them as a main force.
That being said, if you can find the points consider 2-3 single attack bikes with Multi-meltas. They are wonderful suicide bombers of heavy vehicles.
As a final note that you did not address, you should consider taking an aegis defense line with quad gun or a stormtalon typhoon for aerial support. As it stands with your list currently you cannot deal with flyers exceptionally well.
Your mileage will vary but I hope I was of some help as a fellow vanilla player.

Ohhh... I accidently added too many points to that. it was actually 3 snipers, Telion, and a Missile Launcher. Do you think boosting the squad up would be a good idea?
Okay. So, if I want Vulkan at 1000, bring Assault Termies? Would they footslog? And the only reason I didn't initially throw him in Termie armor was so he could teleport the Sternguard out of trouble if they got caught in any. I did it so he could ride in the Razorback with em.
That's a shame. Maybe run the Ironclad and the regular dread? And is the one dreadnought a bad idea?
Maybe decrease the points spent on the scouts to minimal, and buy another tact squad?
Ahhh. That's a shame. I think i can at least take a single attack bike.
Are Stormtalon's any good? At all?

It helps to have 10 sniper shots over 5 as they stand a better chance of killing the specific target you want dead. Vulkan is too pricy to include with 1000 points unless you foot slog him with the termies. It is a very slow method of delivery but lays out a clear target for your enemy to prioritize. If you are set on Sternguard consider swapping the razorbacks for drop pods for alpha strike. If you want gate of infinity then include at least one locator beacon. A single dread I find is generally a bad idea yes. At 1000 it is quite amusing to see your opponent's look when you throw down 3 ironclads. Pricy but well worth it it you can manage. Best to do this strategy with at least 1500. Another tactical squad would be useful yes. At 1000 I recommend 3 troops. 2 tac squads and snipers. Stormtalons are surprisingly great when you field 2, but at 1000 I recommend that you run either 1, or simply an aegis line *with quad gun* for counter flyers. Also, I never run Multi-melta. It's simply less versatile than the equal costing missile even with twin-linking. If you ever feel like some Vulkan style fun at 2k bring 3 squads of Thunder hammer termies marching up the field with 3 Vindicators in tow and tac squads marching suit.

After what you have told me, here's what I'm thinking.
>Keep the Librarian in Power armor to keep him with the Sternguard. And decide between a Razorback or Drop pod for them. I'm leaning more towards a Razorback so they can drive around and at least be a little more safe than just footslogging

So swap the Tac squad to a pod, and have then do a late game drop on an objective. And go melta rather then ML for them. Odds are you won't need the range, and it will serve you well if/when your points go up and you add Vulcan.

In this particular list an aegis line is not necessary as you only have one unit not generally leaving your board side. Stormtalon with typhoon yes. Great versatility in one of those. If two dreads is your number, run standards as for suicide land raider crackers. Cheaper and still fairly durable if you plant them behind the drop pod for cover.

You could bring Vulkan at this costs, it will be all right.
I wouldn't use termies if doing this.
Your list is a little all over the place. I guess you are trying to cover all sorts of abilities.
I would prefer all razorbacks, all rhinos or all drop pods. This will make it easier for your units to work together.
Powerfists are no longer cool due to challenges.
I would use TL weapons to shoot down flyers, I wouldn't feel threatened by them so much at some points like this. TL can just about do all right.

Are powerfists still a good idea?
Vulkan could be. I'd really like his twin linked capabilities. I could run him with my Sternguard.
Played a rough list a few days ago. Threw in a typhoon and a few more snipers + Telion. What I learned:
Telion is not worth it to me.
Moar shooty with Stern
Scouts suck. Tacts work better.
Dread was awesome. Keep him.
Librarian didn't do too much, consider Vulkan, or a Master of the forge
