I'd actually say no, as he's not listed in the core rulebook as a "character" (in fact I can't find him at all) so in terms of the rules he isn't a character, he's just a tank upgrade.

Sometimes it's fun to be the bad guy for a change. That's why I play Grey Knights.

No special character is named in the rulebook, other than the ones in the miniatures gallery...

No special characters are listed in the back of the book. Pg110 states that Special Charaters that are named and Unique are characters.

So Pask is a character.

So is Sergeant Antaro Chronus in C:SM. BS5 and directed shots. Can't be challanged when he is in his tank. Makes it so you can ignore a lot of Pen results too. And if the tank blows up he can foot slog.

It would be great if pask/chronos where actually worth it. Cool idea with tank aces, but they have been really overpriced for what they do in 5th. Precision shots do help a bit.

I would say it does not work.

Pask is not making those shots, his tank is using his BS. There is a difference. His rules even state it that way. "All shots made by Pask's Leman Russ..." he is not making those shots.

Pask himself is taking a Melta gun to the face! So if the look out sir fails then the Tank survives but Pask is slagged......I'll allow it!

I'm going to reluctantly say no to this as well.

In order to be a character, he needs to have a statline. All it says is that he makes the tank BS4. He has a name, and is unique, but neither of those necessarily imply a character. I mean, a regimental standard had a name and was unique (well, it was), and it wasn't a character, it was just a unique piece of wargear.

In this case, it says there there is an upgrade called pask. The upgrade gives the russ special rules in addition to its normal special rules and regular rules.

In the case of Antaro, I'd actually say he IS a character, as there is actually an infantry model with a statline that can join other units as an independent character, but that's only true once he hops out.

It would be kind of awesome to be able to have a bolter boat punisher where pask sticks his head out the hatch and says "kill THAT one!" and throw 29 heavy bolter shots at it until one of them sticks.

The closest thing I can think of is the scout sargent Talion where one model uses anouthers BS for shooting. Not sure how that works because I am away from my Codex though.

Technically he can even command your Rhino(I have no idea why one would do this).

As far as the question of whether Pask gets all of the character benefits: He better if you are going to allow Chronus.

The only difference between them while Chronus is in the tank is their individual special rules.

It is only when the Tank gets destroyed that Chronus will possibly get out and have a statline; while he is in the tank he only grants it BS5 and the damage ignoring capabilities.

Isn't Pask specifically mentioned to be an upgrade to a tank? Away from books right now.

The only problem is since Pask (or Chronus) is not making the shots while in the tank, being a character does nothing.

No, I believe that makes them unique upgrades, like tau special wargear or DE shattershards (I think).
There is such a thing as a unique upgrade, and these two fall under it.

Yes there is such a thing as Unique upgrades, but those are generally listed in the wargear section(or in the entries of the units that can take them).

Both Pask and Chronus are listed in the Special characters in the Bestiary.

Also both are sandwiched between 2 other special characters.

The real question is whether or not pask/chronus make the tank itself a character, since they are upgrades for the tank. I would argue that they do not. Since it is the tank that is shooting, the tank needs to be a character to make precision shots.

We (my gaming group) count Chronus and Pask as Character models once disembarked from their vehicles. This is a case of RAI winning out over questionable RAW, once again, in our games. They're one-per-army (a.k.a. unique) 'named' models; it just makes sense to us.
