By himself? Yeah I'd say so. That's 500 points to deliver a unit that's pretty "meh" in CC and doesn't have an invulnerable.

Instead of Mephiston, who would suffer to a whole host of problems.. try 8-12 DC with a light sprinkling of powerswords/axes/fists.
Same points. Much deadlier unit combo + viable too.

I'll give the DC a shot in the raven instead then. I've been using a squad of them in my recent games but using a drop pod to deploy them right into enemy lines. I just wanted to use Mephiston and knew he needed some sort of ride.

Seriously... The amount of incompetent advice you are giving concerning Blood Angels is astonishing.
Altough in this case I would also advise against Mephiston, BUT only because of the low points level.

Well, its a big point sink.
As said, Mephiston lost an edge in the 6th edition.
On the other hand, Stormravens got a boost as they are flyers.
Frankly, I'd stick a DC and a DC Dread into the Stormraven. More bang for the bucks.

when putting DC into the storm raven, do you think they should have jump packs or no? Using them seems counter intuitive to me.

Well, weigh the options. With JPs you can deploy 6" from the vehicle shoot them with your bolters, then assault using your JPs and get a I10 S4 auto hit with base contact. You can also use the Skies of Blood rule if they have JPs.
Without JPs the unit is cheaper but you can't re-roll your charge range and you can't use Skies of Blood if need be, you also lose the I10 S4 impact hit.
Also Mephiston only lost an edge when it comes to his Force Weapon now being AP3. He's still the 2nd most powerful psyker in the game, can't be instant deathed aside from Bone Swords or the like so the need for an invul save is severely reduced. Not to mention if you get the right psychic power you can become Eternal Warrior. If you're real lucky Eternal Warrior, D3 Strength, Toughness, Initiative and Attacks. Inflicting 1 wound with his force weapon is all he needs to instant death anyone.
He has Artificer Armor so anything AP3 (all power weapons) and higher are far less scary to him.

I wouldn't call Mephiston "meh", he's still a power-house.
As an above poster said, he's a huge points sink who can be tar-pitted by an appropriate unit that costs much less than him.
Take him at your own risk, he could be a pleasant surprise, or he could do nothing all game stuck in a fight with some thousand suns.

The thing about mephiston... he's really only good against units with 3+ armor or better. Guess what the codex has thats even better against that, that a stormraven can also carry? Thats right, a blender dread.
You would be MUCH better off carrying a 5 man death company squad with a power fist + a death company furioso with blood talons in a storm raven than mephiston. Much deadlier, and against a wider array of targets.
Or you could just go with 10 death company in the raven, escorted by your HQ. Quite deadly.

I agree that Mephiston is very good against some armys and is not very good agaisnt others. As a Nid player I love to see my opponent has taken him as he is nowhere near as good against Nids anymore. I would also say he has been downgraded against SW players as well even with having more 3+ armour saves. Eldar he has some problems, but his stats still make him a powerhouse.
The forcesword change, the Hood nerfing and the creation of challanges has really knocked him down a few pegs. I think that we will see a lot less of him in tourny play.
