Ok, Duke Sliscus, the dark eldar special character has a rule that allows raiders, ravagers and venoms to deep strike. Unlike the vehicle upgrade 'retrofire jets', there is no restriction on disembarking explicitly written.
we all know that deep striking vehicles count as having moved "cruising speed" as per page 36. Also on page 36 there is mention of units aboard deep striking vehicles being allowed to move further in the turn by disembarking, which apparently might be allowed.
Although the vehicle counted as moving cruising speed, it didn't move more than 6" which is what would possibly bar a unit from disembarking.
Can a unit in a raider that deep struck by way of duke sliscus disembark? Or was the provision for the disembarking of deep striking units there only for the benefit of units that are forced to disembark on arrival, like passengers in a drop pod?

Looking at the rules it seems to give permission to do it. It only mentions transports being able to disembark models and doesn't give any other distinctions on it.

Provided the vehicles themselves (or any upgrades you've applied to them; like retrofire jets) do not have any specific prohibition against disembarking after deepstriking, Yes you may disembark your models from the transports after deepstriking them on the board.
A review of Duke Sliscus' special rules seems to indicate there isn't anything that would prohibit that option via the deepstrike ability he is granting.

You can deep strike and disembark in cases such as the drop pod. Vehicles moving at cruising speed count as having moved over 6" and therefore models can't disembark at all.
And once again "count as" ingame means the same thing as "is".

Otherwise Deep Striking Zooming Flyers/Swooping FMC's would result in moving less than 18"...
