I was struck with an odd situation the other day and it involved thrust moving in the assault phase with Jet Pack Infantry.
Thrust move states that it can be performed by a unit that is not locked in combat.... so if a jet pack infantry unit wins a round of combat, are they able to thrust move afterwards?

When the unit wins a round of combat and is no longer in combat with a unit (ie they destroyed them) the combat phase is over. How can they make a thrust move in the combat phase when the combat phase is over?
Short answer: no

You know what, i cant find any wording that would disallow a jet pack squad from using its thrust move IF they are not locked in combat or they made a charge (ie they recieved the charge or was locked in combat a previous turn)

Were you locked in combat during that assault phase ? Yes.
Therefore you cannot thrust move.

"... unit not locked in combat or charging can move ..."
If a squad of jet infantry wins a combat by routing or destroying their opponent, they are no longer locked in combat, which satisfies the thrust move conditions?

This is the same type of logic as being able to shoot out of a vehicle before it goes Flat Out. Instead of assaulting or fighting in a CC you are able to do a thrust move. Also "or charging" would occur at the beginning of the phase.
