Are you asking if Dark Angels will get a new codex? They're supposed to some time in the next six months.

No I was just wondering if anyone knows it there's a small update included since DA are a heavily outdated codex and as Chaos is expected to get a new codex really soon.

It's unlikely that there would be a codex update in the starter set. That would just confuse new players.

It will have rules for the models in the set. Anything else will have to wait for the new codex.
