I collect Iron Warriors and paint them boltgun metal with a wash of agrax earthshade but their not quite dark enough to just paint scratches with my mithril silver. I've tried the mithril silver a thin black outline to give it more contrast but it still doesn't look that good (good enough for me anyway). So can anyone help, specifically with scratches?

Or maybe do another pass with the agrax.

With a steel-like base, any silver metallic is going to lack sufficient contrast. Tin Bitz makes for a decent rusty-ish metal, when applied thinly over a black-silver base, but it's still going to have a metallic sheen that makes it harder to visually separate than a flat paint (and makes it too shiny for convincing rust). I might suggest using a dark red-brown to hint at rust in the scratches, perhaps with a fine Mithril Silver highlight on the edge. At a scale as small as scratches on a miniature tank, the lack of variation in the rust won't matter and the contrast will be much greater than using another metallic paint, regardless of the color family.

I agree with the dark red-brown idea, the result will be quite rusty. Personally I use a heavy Lavado Sepia wash (Vallejo) and a highlight with Chainmail (GW)

Thanks for the help, I decided to wash them to make them darker then use a light silver to make scratches and whatnot, have a look here if you like,
