Witg the new box set coming out I'd thought I'd try to make a cool looking successor chapter to paint them as tell me what you think to me they could be doubled as a Mechanicus army

I don't quite understand your question, if it is "can they be used as a mechanicus army?" no the mechanicus cannot have a space marine guard. A mechanicus army would be made of skitarrii soldiers and IG level soldiers.

The only thing really Mechanicus about them is the dark red robes. Technically the Mechanicus doesn't have Space Marines of their own. They can be a chapter with closer than regular relations with the Mechanicus, something like the Iron Hands.

How does a Space Marine army (of any description) get proxied as an Ad. Mech army?

Hell, there's an Ad. Mech army? Or are you just gonna proxy an Ad. Mech army for an IG or Necron army?

So... you're gonna use a Dark Angels successor chapter to play as either Guardians of the Covenant, which can also be proxied as an Ad Mech army, which may in fact be proxying for a IG or Necron army.

We all did but both the title and introductionary blurb offer little help in understanding what you want, especially when you haven't even presented it as a question.

1. Yes the Dark Angel models can be used as a Guardians of the Covenant as all Unforgiven chapters have a similar set up.
2. Using space marines to proxy as a Mechanicus force is a pretty bad idea as:
a. They look nothing like a Mechanicus army so would render a counts as useless.
b. Space marines fight in a completely different manner to Mechanicus armies.
c. As there is no actual Mechanicus Codex, and will likely not be one in the near future, you cannot proxy as there is nothing to proxy to.
