Zero, which ironically is a synonym for his name. 
Cypher was present at the final fight between Jonson and Luther and nicked the Lion Sword, which may or may not be the sword hanging from his belt.

I know that there is nothing to back it up and that given current fluff there is no way he is, but I am a dark angel loyalist extremist and am asking more of a what if. What if Cypher was the lion?

Implied where? The codex fluff about Lion El'Jonson's current location is written from an outside narrator point of view so has no bias.

If you followed the thread you would see he was replying to Motograted who said it is implied that luther and the lion were actually in opposite positions, he was not replying to you. This should be easy to see seeing as his response in no way matches your post.
As said already the fluff is fixed as it is not from IoM or alien data so has no bias.
