Theres like a thousand chapters in this link and most say everything about them is unknown.

there are quite a few chapters that were brought to the brink, and brought back. look at the crimson fists. others have, in their histroy been almost destroyed, but came back. the space wolves, according to one of the black library books was brought to 1 great company's worth of marines three times in its history. and they came back. Others, such as the star phantoms have lost their homeworlds (some twice!) and had to start from scratch. Some chapters, it is said are a recreation, or a refounding of an early one. the current minotaurs, for example, are saif to be remarkably different from how they started. there is a theory the old minotaurs were wiped out, and later refounded. then there are the chapters that died out due to huge battle casualties (so recreating them is tricky), or through genetic weakness/deviancy. Others turns traitor. Would you seriously consider refounding any of these that are clearly unlucky/terrible warriors (marines dont lose!), deviants (suffer not the mutant to live...) and traitors. No, you dont.
Anyways, all you need to do is make it up yourself. write your own story. the galaxy is big enough...

Celestian Lions are not yet extinct, they just will be "very soon" - which is never, as the timeline is stuck at the end of M41.
I think they were left with ~50 Battle Brothers, no Apothecaries and no Geneseed after the Inquisition was finished dicking with them. What's left of the Chapter has sworn to die on Armageddon to honour their brethren's sacrifice.

The Star Phantoms (i know they were mentioned earlier) are in a pretty bad way after the Badab War. They had something like 7 companies annihilated, and the reward for that is some barren frozen ice planet and a sector that has been reduced to ashes to rebuild with...
also the Shadow Wolves are another chapter that is quite like the Astral Knights

Wasn't this because there were originally tens of thousands (several hundred thousand in the ultramarines) of marines per legion, by the time of the heresy. Then shortly after, the Codex Astartes regulated that no chapter should be over 1000 marines. It still seems unlikely that all the chapters stick to 1000 dudes exactly, it seems like some of the larger chapters, BA and Ultmarines would still have substantially more than that... but whatever.

I believe there are conflicting accounts as to the numbers in the original Legion - but ultimately it doesn't matter, as any differences could be explained by the extreme losses incurred during the Heresy. I mean, look at how many (or rather, how few) Chapters were actually founded during the first couple Foundings. "Most of the old Legions divided into fewer than five Chapters" (Index Astartes I), which means that most Legions had fewer than 5.000 Marines left after the dust settled, however large they were before.
The HH was a huge blow to the Imperium's Astartes - a blow that, some may argue, they never quite recovered from, concerning their current size and role in the galaxy.

SM are perpetual FoTM. Aka $$$. If you play SM you will never, ever be nerfed. You will always be relatively strong, you will always be t4 3+ w/bolters, you will always be strong shooters, strong CC, strong hybrid, or whatever you want, and you will forever be 40k's posterboy. It's a safe money maker and GW knows it full well. Same reason video games like CoD, GW and Spec Ops are huge. Most people want to embody an elite bada$$ man that is better than everyone, it's the teenage testosterone dream. Hence, craptons of SM.
Orcs, more voluminous than all mankind, with innumerable clans . . . one codex.
Imperial Guard, the over-whelming bulk of humanities's fighting forces . . . one codex.
Space Marines, ultra elite forces of 1,000 (compared to millions/billions for others) . . . codex upon codex.
Accept that SM will forever rule 40k, like Archie in his comics regardless of how dumb and non-sensical he is.

Back in RT, or a White Dwarf of the time, there were one thousand chapters.
10 marines per squad, 10 squads per company, 10 companies per chapter.
And, with around a million Marines at any time, that's a thousand chapters.
So, there's always room for one more.
Read the fluff, pick a theme, and write your own fluff to explain as much as you want.
For one thing, it lets you try new things with the rules. Make an army that might not for a standard format.
Don't just follow the fluff, expand on it.

I think he is talking more about the background rather than the codexes...

Leaving aside the obvious fact that half those things aren't true now, somebody evidently can't remember that Marines in 1st ed. were T3 4+, or that in 2nd they were laughably overpriced and underpowered.
Moreover, the very homogenity of a Space Marine army makes it exceedingly easy to optimise a list - even a take all comers list - to counter them: just take plenty of plasma and power weapons for their infantry, and S8 heavy weapons to kill their medium tanks.
