The FAQ itself does not mention what can or cannot be targetted, rather only that DE allies do not count as Eldar in regards to Fortune and Guide. Despite some of the readings, interpretations, and opinions - I believe this can be truly resolved with one simple question / answer...
Q: Is a DEIC when attached to an Eldar unit no longer a Dark Eldar ally ?
A: No, the IC is still a Dark Eldar ally.
Thus, would not benefit from said powers, although the unit would - akin to a mixed unit where some models have Power From Pain and others do not... my two cents.

Not even close to the same situation.
PFP requires you to have the PFP rule to benefit from it.
Fortune only requires an Eldar unit to target. Every member of the unit benefits. Is the DE IC a member of the unit?

The ONLY thing that would stop attached ICs to an Eldar unit from benefiting from Fortune or Guide would be...
Q. Can attached Independent Characters that are not from Codex Eldar benefit from fortune or guide?
A. No
As of now This FAQ does not exist. Please drop this
