Can the Imperium ever stop fighting? no.
Can it change who and how it fights? most certainly.
What is the greatest threat to the Imperium?
Some would say Chaos, but Chaos doesn't want to destroy the galaxy, it wants to subvert and enslave the Imperium.
Necrons want to regain their lost empire, and are not averse to negotiation to some extent.
Orks......orks want to fight. Send them against another foe
Tyranids. Tyranids don't want to rule the imperium, or the galaxy. they want to consume it. that makes them the number one threat.
Therefore in order to preserve the imperium and be able to stop the slide into destruction the imperium should (in a perfect world where prejudices can be left behind)
Cease aggressive actions against eldar and tau. making alliances with these races can allow the imperium access to technology and also shift forces away from fighting these races to concentrate on bigger theats.
Withdraw from Necron owned worlds and see if possible ways of allowing the necrons their own empire is possible....alliance with necrons not out of question.
Reinforce worlds with troops now not posted on necron worlds and tau/eldar fronts.

Not sure how you would re direct orks.
Unless you recognised the Eldar as being the true inheritors of the Galaxy or the Tau's Greater Good, they would not form alliances with the Imperium I don't believe. It's not just down to the Imperiums stubbornness and intolerant attitude.
The settlers on a previous Necron World do not necessarily know that they are on a Necron World, as the Necrons lay dormant underneath the surface. They would only find out if the Necrons awaken, your idea is sound but not entirely executable.
Also, I don't think there would be any way that the Imperium could allow the Necrons to make their own Empire, as as far as I know, it would be a case of the Imperium being allowed to retain their worlds. The Necron Empire was the biggest carved out in history. I could be wrong here though.

- a way to stop fighting? This is a wargame....
- A change? just have those xenos and heretics accept their fate and hand over this galaxy. You know it belongs to the Emporer!
- the greatest threat? Humans.
- chaos is to chaotic to have " one goal ", it exists to keep everything in disorder. So if chaos had a plan, this would be all about enslaving every single creature not jut the humans. Generally chaos is splintered and where any beeing aims for its own gain and all you need is to do is to keep the halfway decent leaders down.
- orks >short attention span > distractions should work. But who is bait? And how are they going to attract enough of them?
- Eldar . I agree with PilauRice on this .
- Tau. Are so stuck with their "all join the greater god" , its unlikely they ever stop their agression.
So in both cases, the Imperium has to defend itself.
- Necrons. Got also a million worlds per newcron-dex. An alliance isn't so easy as they don't have the unity they may still aim for.
Solution: install the Emporer as a triarch. Then all crons are bound to his will...
Basically, most possible allies aren't united, even the IoM has a few differences, thus an alliance is limited to be temporary and local.
This isn't what the OP wanted, isn't it? Because to end the eternal war, the level of those alliances must be far beyond the small scale we actually see in the background. The IoM may be able to make a decision which every "member of the IoM" respects.
But the counterparts? Who speaks for THE Eldar? Who speaks for THE Necrons ? Maybe the Tau could use their space-pope for once..

And we don't know what lurk in the unexplored space of the galaxy, what tyranids eaters evolved in the numerous star clusters and minor galaxies around ours (and don't forget : Some think there is in fact halo stars from Milky Way to Andromeda without break : Galaxies are maybe just concentrations in a sea of stars).
Imagine what can do Space Skavens... poor orks.

Necrons or Tyranids are the biggest threats, but that's only because the Emperor is still alive and is doing a pretty good job of keeping Chaos at bay.

The imperium cant stop fighting because its one of the biggest presences in the galaxy, and its defending itself from everyone else. Usually.
But the imperium will not be destroyed here is a few reasons:
The orks arent unified and will even fight eachother if there is nobody else.
Chaos forces are formidable, but there was 14 black crusades and each one was a failure so i cant see how the next one would succed.
Tau, Eldar and dark eldar are a small treat (atleast compared to others) tau are a small emperie and eldar are a dying race, they dont have enough forces to wipe out the whole imperium.
Necrons are a treat, but the only way of FTL travel they have is via the dolmen gates which let them access a small part of the webway, meaning a lot of IoM would be out of reach.
Maybe Tyranids, as it is mentioned that there is way more of them coming so you never know.
Thats not to say IoM is the most powerful, but if they fell back a bit, and adopt a 'turtle' kind of strategy they are unlikely to be defeated.

The problem with your ideas lies in the Imperium itself. It's too big and the communication lines are too spread to organise a galaxy-wide policy of "love for Tau" or something similar.

I believe that alliances with the tau are not impossible or unheard of but the eldars strict religious doctrine clashes with imperiums. I also think some ork warbands could be brought into imperium after a few generations of orks the inquisition probably could of bred one smart enough to see the plus side and keep steady diplomatic negotiations with imperium.
