He only had silver arms why did he need to emphasis that an entire new body could be made for him...? Magnus didn't say 'I've got one eye but don't worry my farther could make me an entirely new body if needed' or Sanguinius with his wings...
My point is its an overkill statement to the point he is making and therefore a tease... He didn't know he was going to be beheaded
Obviously they're very skilled but it's not a passage taken from him praising the skills of chirurgeons of the imperium.
