I think you really need to understand probabilitiies better. The chances of rolling 21-24 on
4d6 are actually quite small (average score is 14 and it's a bell curve. the chance of a a 24 is 1/1296, the chance of a 23 is 1/324, 22 is 1/144, so on).
What this means is that anybody who has a perception of over 14 is odds on to detect their target, anyone under 14 is unlikely to, and the more you deviate away from 14 the more it becomes likely/unlikely (exponentially).

40k player so I don't know how similar your rules are to the basics, but they seem overly complicated to me.
