Okay, the 6E rulebook says that, allied detachments that are allies of convenience can't have independent characters, so how can Orks be an allied detachment to anyone, who is an ally of convenience?

They can't have Independent Characters from the "parent" Codex join their units. They're still allowed to take their own (who can't join any units from the "parent" Codex).

So to break it down further, if Orks are Allies of Convenience with Space Marines (can't recall) then that means that a Space Marine Captain can't join an Ork boyz mob. However, the obligatory Ork HQ can join the Ork mob just fine.
