What are the restriction on special rules affecting multiple detachments and multiple allied detachments?
Can you for example take Draigo/Belial in a Grey Knights/Dark Angel army and have them make termnators troops for your secondary detachment?
If this isnt' clear here's an example of what i mean.
1. Primary Detachment Draigowing [or Deathwing serves same purpose] I take Draigo as my first HQ and a Librarian as the second choice.
2. Secondary Detachment I take a Grand Master.
2. I take 4 single model units of paladins as my troop choice, no strike squads, no terminators.
3. Is this legal?
Because technically 2 of those troop chioces are supposed to count towards my 2nd detachment and Grand Master doesn't make paladins troops.
By that same token does this ruling apply to allies as well? If say I take the above mentioned force and add in 2 detachment of Dark Angels allies. Belial and a Librarian, with 3 squads of deathwing terminators as the troop choice. Does belial confer his ability to the secondary detachment is basically what i want to know.

I don't play gray knights myself but it should be the same as for CSM.
The special rule's entry should be something like '' In a primary detachment that includes Draigowing, units of Paladins are troops choices instead of elites choices.''
1st, even if Grand Master would normally be able to make Paladins troops choices instead, he couldn't because he wouldn't be in a primary detachment.
2nd, in the entry, units choices refer to those of the primary detachment, so those of the ally detachment wouldn't be affected and its paladins would be elites.

For my interpretation I'll give a hint instead of saying it out loud: there are no secondary detachments in a game of 2000, only two primary and two allied detachments (and two fortifications).

Well, it wouldn't be the same since the CSM book is much newer than GK. Most stuff just references "if your army includes XX then all YY from Codex: ZZ count as [type]" or something to that effect.
Your second point...you can't ally with the same army as your primary anyway so it's extremely rare that army wide rules will affect your ally detachment.
