Yes you deny. The power targets the enemy.
Pull the dead just like in a normal assault. Cleansing flame is clearing described as a close combat attack in the FAQ now.

Care to provide a reference for that?
There is no 'target' it just hit's all enemy units in combat so RAW no you do not get a DTW.

RAW states affected units, not targeted units. Otherwise powers like JotWW and Assail would not allow any unit other than the targeted unit to DtW.

I stand corrected. Never noticed that before.
However there is still the requirement for all powers to have a target (Nova's and Maelstroms target all units in the area). In the case of CF, it is the unit in CC.

cleansing flame- "if the psychic test is passed all enemy models that are part of the same assault suffer one wound on a roll of 4+"
DTW needs a target, cleansing flame doesn't have one.

This is one I generally ask TOs to clarify before the tourney begins. It's not just Cleansing Flame, there's a big list of Older psy powers that aren't written in proper 6th language and don't use the word 'target' even though they are in fact targeting enemy units in the literal sense:
-Cleansing Flame,
-Dark Excommunication,
-Zone of Banishment,
-Null Zone,
-Tempest's Wrath,
-Weaken Resolve (Says to choose an enemy unit, but never uses the word "Target", although the FAQ says it can "target" units in CC),
-Mind War (also just says to chose a model, but never uses "Target", though agian the FAQ says the "Target" can take cover saves),
-Jaws (although the GW FAQ states that it can target specific models in a unit so that one is a bit cloudy),
-Nurgle's Rot (also a bit cloudy, states that its targets can be in CC but doesn't ever explicitly state what it's targets are, and the FAQ says it doesn't limit what units can be assaulted/shot at by the rest of the unit),
-etc., etc., etc...
The unanimous response I've gotten is that since Warhammer is not Keyworded as tightly as say Magic:TG, and these are old powers written before DTW existed, it's safe to say that you can Deny any enemy power that affects your units. Just make sure to sort it out beforehand (not once the game is on the line).
YMMV of course, and from a strict RAW perspective I'd agree that CF doesn't allow a Deny roll.
