I was looking over the rulebook and i might not have fully understood this or not, can monsterous creatures like wraith lords issue challenges? or can they only accept them? Also Walkers are unable to do either due to being a vehicle correct? I know these are off the wall questions but I just want to make sure more or less

Only characters can make/accept challenges

If a MC also happens to be a character (CSM Daemon Prince for example) then it could make and accept challenges.

Aye, challenges have nothing to do whether or not they're Monstrous Creatures or Walkers, and everything to do with whether or not they're characters.

So non-character Monstrous Creatures like a Carnifex can't issue/accept challenges, while a character like a Wraithlord can.
And a non-character Walker like a War Walker cannot issue/accept challenges, but a character Walker like Bjorn the Felhanded can.
