Using the Chaos Daemon gift Pavane you can move models 1d6 inches. If the unit is on the upper floor of a building or ruins can you use it to "jump" down and take the dangerous terrain check. ?

Not from battlements, because Leaping Down (page 95) isn't considered movement. It is specific action with its own mechanics.
As far as ruins go, "Gravity, Nature's Downward Express" (page 99) is the rule to look for. Pavane ignores difficult terrain, which would mean that you couldn't elect to Leap Down instead of making difficult test. .
So I'd say no to both. No to battlements, yes to ruins.

Yet you can Run even if you have no shooting weapons.
You leap down instead of taking the diff terrain test, meanin gyou leap down even if you wouldnt have to take a difficult terrain test

True. So lets revise it: No for buildings, yes for ruins.

Why the Jump down rule is made to avoid the Difficult terrain test. Pavane as I recall (I could be wrong), ignores Difficult Terrain. So there would be no purpose in "Jumping Down" as you would gain no movement bonus.

The purpose of making them jump down is so that they would take damage. The enemy that is. It can't target your own units.
