I'm not sure what gun this is (las something?) and I'm not sure if this is a legal "Aspiring Champion". Please help a noob out!

That's a plasma gun.
And that's not a legal CSM champ model since they cannot take special weapons.
Translation may be glitchy, but it seems a chosen asp champion can take a special weapon.

So that could be a regular CSM with a special weapon or a chosen squad aspiring champion with a plasma gun.

Yeah that's a Plasma Gun. I like the color scheme by the way!

Chosen champion can take plasma gun since he is a model and thus falls under "Up to four models" that can "Replace ... boltgun with [Plasma Gun]". Chaos Space Marines Champs can't take special weapons since they aren't Chaos Space Marines.

The Army Painter Dragon Red Primer, Darktone Ink (from the dropper bottle, not the quickshade dip...although that stuff rocks, too).

I will probably paint up the plasma glow parts using the Stegadon Scale triad (now that I know it's plasma).

You can just use him as a regular Chaos Marine with a plasma gun. No reason he has to be a champ.
