If I have an IC with Terminator Armor attached to a squad of regular Space Marines, can the regular Marines still sweeping advance?

No.

P27
Some troops,as detailed in their specialrules, are not permitted
to make Sweeping Advances - when a victorious unit contains
one or more models that are not allowed to make a Sweeping
Advance, the enemy always manage to disengage safely- there
is no need to roll.

Nope as the IC is attached to the unit.

The IC rules go in depth about how an attached IC is treated as the unit, etc

Grr, well thanks, that helps me solve the question of a Terminator Armor Chaplain running with a regular Command Squad. Cheers!

Run Cassius.

He's better than a Terminator Chaplain. And then you can Sweep.

Or don't run Command Squads, there's better things to attach Chaplains to. Assault squads or Assault termies are two examples.

If I had a foot Chaplain, he'd run with the Command Squad, but alas I only have a Jump Chaplain and a Terminator Chaplain. Maybe sometime I'll get a 3rd, as he would make the Command Squad better. Besides, there's something really enjoyable about having that kick-ass command squad jump out and do something awesome. Sure, they're not flashy with 2+ armor or Jump packs, but they do get FnP and a Banner, + access to nearly any special weapon. Now if only you could take 10 models ...
