First Question - When a full advance is referenced such as the Winter Guard's Bob and Weave, does the model/unit have to move their full SPD to gain the bonus?

Second Question - Can a model use a soul token to cast a magic ability (Attack *) again?

1. a full advance is just a move between 0" and SPD that is not a charge/run/other.

2. Souls are used in a variety of different ways depending upon the model who has collected them. Some can only boost, others can purchase additional attacks but you cannot purchased another special attack with any rule that I know of. Read the model's specific soul collecting rule again and you should see what it can and cannot do with souls.

No. * Attacks are special attacks can only be done once per activation, regardless of souls, focus, fury, etc. unless it specifically says so.
