After reading the section on sweeping advances it appears that you have to sweeping advance at the end of combat. Per pg 26 "When a unit falls back from combat, the victors make a Sweeping Advance, attempting to cut down their fleeing foes." Am I misreading this statement or are you now required to attempt to sweeping advance all units?

Yes, if a unit falls back from combat the other unit (victor) makes a sweeping advance (assuming it meets the conditions to do so.)

Now I'm curious, why are you wanting to not sweep an opposing unit?

Possibly in a Tournament with special mission objectives that he is trying to complete and if the opposing unit is swept would end the game thus denying those last couple of points.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

The obvious case would be if the enemy unit in question has And They Shall Know No Fear and you want to have them fall back (perhaps at the end of their assault phase) rather than stay locked in combat with them.

Yes, it's frustrating as HELL to be required to sweep a unit with ATSKNF when you could just let them run away and shoot the crap out of them the following turn. When you roll higher and catch them they should say "thank you!".
At least with this edition you cannot stay within 6" and keep them from rallying so you're not guaranteed to eliminate them after they fall back like in 5th. So keeping them in combat isn't as bad. Still sucks though.
