In my opinion the golden rule of C:SM HQ's is to never ever take Captain or Chapter Master unless he's on a Bike and is going to lead a troop contigent of Bike Squads. The Captain is overpriced, absolutely awful in challenges against any combat HQ worth its salt (even more so against Necrons, if your opponent is like the 100% of Necron players I've faced the epic duel between your Warlords will be a case of this guy clubbing himself with his own sword thanks to Mindshackle Scarabs). And while your Warlord devolves into a clumsy ape his Lord will have all the time in the world to slice him into pieces with a Warscythe. If you've got a Terminator Librarian you're better off using him instead with Pyromancy powers- the Primaris one is a Heavy Flamer dupe, which is excellent against Warriors.
#1 Troop 5 Scout squad Alpha
Heavy Bolter
Teleport Homer
#2 Troop 5 Scout squad Beta
Heavy Bolter
What standard weapons do both squads have? generally I'm not a fan of these squads regardless because you'll be lucky if they manage to score a kill tally of 5 or more with their mediocre shooting.
Dreadnought
with T/L AC x2
Generally, I would say no even though this guy excels at killing Warriors. The problem is, that's all he'll be doing, and you can bet he won't pay his points back. Most Necron Vehicles are AV13, so your AC's aren't much knack as light AT, and for his price there are far better Necron killers.
#1 Elite 10 Man Sternguard squad
Combi-Melta x9
Melta Bombs
Rhino
#2 Elite 10 Man Sternguard squad
Combi-Melta x9
Rhino
Unless your opponent fields Monoliths, or at a stretch a load of shielded vehicles the Combi Melta's are a waste. If you're going to run 9x Combi Weapons, I'd go for either a mix of plasma and melta and possibly a bunch of flamers to lay down the wounds on Warrior blobs. Be careful with the Rhino's, Necron's excel at taking out light vehicles.
Elite Terminators (5)
w/assault cannon
Sgt with Power Sword
Chain fists x 1
Pretty mediocre, but they'll possibly prove a very handy thorn in the side of your opponent. Worth keeping.
Predator
W/ LC sponsons
I think you're better off with HB sponsons here, all that high strength AP4 goodness could be invaluable.
My opponent usually runs a Infantry based Necron army---Warriors, Lychcguard, Destroyer, & Wraiths.
Will my list hold up?
If he plays competitively I'd change a fair chunk of the list, but if your games are fairly friendly you might just want to take a few of my points into account to make the game more fun.

I like the sternguard squad, melta or plasma both work good against necrons. Plasma works great against immortals, destroyers and pesky lords tanking shots, while melta is great against tanks and to instant death wraiths in a pinch.
Your troops are laughable and your not going to have any left at the end to capture objectives.
Terminators are ok, they will be tough on your opponent. But if your opponent runs lytchguard then you might want assault termies since they will fair better against the lytchguard. But overall termies are a great unit against necrons due to their general lack of ap2.
Dreadnaught... Is probably going to be glanced to death before he makes his points back.
Predators ok but the lascannons are redundant with all of that melta you have. So I would choose either melta on the sternguard or LC on the pred not both.
My suggestion would be to get better troops, your space marines your troops rock. And to maybe downgrade your HQ and dreadnaught in order to free the points up for more sturdy troops. And you have to much anti-heavy tank that I would tone it down a little unless he runs multiple monoliths or a ton of tanks.
Basically, and I can't stress this enough, your troops need to survive or else you have to table your opponent, which is hard against necrons.

You have 4 elite picks.
Drop one of the sternguard and get some tactical squads.

I with the previous guy, Space Marine Captains are pants if they're not on a bike. Two feet bad, two wheels good.
A terminator librarian with Null Zone and Avenger (potentially upgraded to Level 2) is what you wants. Str 6 Ap3 and a tool to royally mess up wraiths is a great shout. Whack him with those terminator and watch the pain (crons suffer a little against 2+ saves, they have to torrent through it which isn't always reliable).
10 sternguard with 9 combi-weapons is sooo many points and in a rhino they are neutered. Cut the number and drop pod them. That unit is what, 330 points? THREE vindicators is 345.
If you have vindicators and you know you're playing crons, take them. Necrons suffer from a lack of 24"+ ranged anti-tank which vindcators love.

I second the choice of a Libby with Null Zone for wraiths: bring in the pain with the Sterns' combi-meltas and watch the insta-kills when they fail their invulnerable saves on the re-rolls.

Thanks for the good advice. I feel so dumb after posting the list. I forgot that Sternguard as elites cannot score! DOH!

Libby w/ Null Zone and Avenger. There's no point going Pyromancy for the Primaris, since all you get is a crappier version of the Avenger.

to win a shoot army like necron you need to go up and fast in ther nose so take some Terminators with teleport to ther face

10 Marines in each Stern Guard squad. I plan to teleport one of them with the Libby, and then transport the Tac Marines in Rhinos to take objectives.
