Unlike the SM list I posted previously, I see no reason for CSM to ever take 4 troops simply because of the options we have. We need more wellrounded gak. Here's the gimmick: Rhinos roll up 12 inches, pop smoke, next turn drop my Slaaneshi marines off who will shred targets and then assault as needed hitting first cause of I5. Bikers will turboboost in turn 1, turn 2 start blowing up vehicles/contesting objectives. Helldrakes come in turn 2 and start strafing vehicles and/or take out air threats. I'm unsure if I can snag 1 or 2 slaaneshi powers with the sorceror. If I can do 2 i would roll twice on the table and snag the primaris and hopefully either ectastic seizures or Hysterical Frenzy. My third power would be rolled on biomancy and I'd probably take smite primaris power if nothing else, though Pyromancy might be worth my time for a wildcard power. Discuss.

My main issue with this is your Troop choices.
If my math is rigth they should only be about 238 points a squad unless you've given them special weapons or given more to the Champ you haven't listed.
Also given that you cannot assault the turn you get out of a non-Assault Vehicle it'll be turn 3 at the earliest that they will be launching an assault based on your game plan.
I think you would be better off upgrading the CSM squads to plain Noise Marines, Fearless is a massive boon.
Unless my math is horribly off you should be able to fit the following:
3x10 Noise Marines w/Rhino, VoTLW, 9CCW, Power Sword, Melta bombs (254/762)
Again, no special weapons, no upgrades to the Rhino.
And for the above, I'd see if you can fit a Doom Siren in there.

My apologies, they were humping 2 meltaguns each. If I'm taking noise marines though I rather take the sonic weaponry with them. Here's another list.

Honestly, I'd go with no Sonic Blasters on the Noise Marines if they are going in Rhinos. Take 'em cheap for the benefit of Fearless. If you're moving you lose the main benefit of Salvo and 3 points for Ignore Cover isn't worth it in my opinion.
Otherwise go with Sonic Blasters and a Blastmaster and make a gun line out of them. Though I don't think that a smart opponent will willingly enter the 24" killzone of the Sonic Blasters if he isn't safely inside a vehicle or able to make it into CC combat with something.

Yeah I don't really know how to do that except with the havoc squad and the aegis quad line. The alternate list would be more defensive oriented. Get the rhinos to move the noise marines midfield into cover, set up shop and then BLOS or tankshock or whatever I can think of. Those noise marines won't be laying down their 24 inch sonic wall of death until turn 3. Really miss the old sonic blaster assault 2/heavy 3.

Noise Marines are not cost effective enough. I'd go with two units of CSM and one unit of Cultists.

Take Huron as warlord so you can infiltrate the 10-15 noise marines forward near an objective. Take a chaos lord with MoS and no upgrades with 35 cultists. This gives the cultists fearless (until the second round of combat when your lord has to challenge and die) and lets you take noise troops (I think it works when not the warlord but check).
Icon of Excess = ~33% more survivability so look at the points cost of your guys and ask is 33% of it > cost of banner. Then consider the extra fire-power that more bikes would give over banner.
Just my suggestions.

Not really it seems only 260 points when I've used 230 points just for ahriman in the past, here's an updated list with your suggestions wtnid.

Infiltrate the Noise Marines to good cover/firing positions, stick Huron with one of them. Chaos Cultists hang out behind the ADL with the Lord (whose manning the quadgun). They'll sit on an objective and the noise marines may/maynot also be on objectives. I mainly want them up midfield laying down sonic fire and denying the enemy the chance to approach safely. Quadgun pops transports/fliers and Helldrakes come in for any armor threats.

What about:
Changes:
Power fist on lord - he's gonna die anyway on the second round so he might as well try to take someone with him (although it wastes the point of I)
20 noise marines instead of 2 squads of 10 - saves points on icons and prevents you from being in trouble if your D3 comes up 1. 20 marines means much more survivability too.
6 space marines - these guys can hang out and run the quad laser instead of your cultists
35 pistol & flamer cultists - giving them close combat weapons means they can back up your noise marines if they get bogged down in combat. 3 flamers = nobody charging them.

Looks great except for changing the Lord's powersword to a fist. I6 and AP3 is a hilariously great combination. Huron's Tyrant's claw is +2 S AP3 but it has armourbane so it can decently crack a vehicle. Pretty much think of him as if he was kharn but without furious charge and AP2 S wise with his loadout.

There is not really an advantage taking large fearless units.
In your case, I'd go with 6 NMs in Rhinos each of which led by a Champion with doom siren. The blastmaster is too expensive for my liking.
