So i was thinking... who would be more powerful, the IOM if the horus herasy never happened or the necrons if the war in heaven only casued minor casualties to the necrons (after biotrancefare)??

Necrons without the shadow of a doubt. The only (known) power which might have once rivaled their technological sophistication was the ancient Eldar Empire.

IMHO, compared to the War in Heaven, the current setting in 40k is mere child's play. The Necrons would stomp out the Imperium like a 5 year old kid who just drank a Monster would stomp out an ant hill and then whip out the magnifying glass.

Honestly? No. at my LGS, there's likea total of 4 kids who ever show up. Amongst the adults, I'm probably the youngest in my early 20's

If the Imperium had never broken into civil war, I could see the Imperium beating the Necrons.
I imagine once the Imperium had finished conquering the Galaxy and used the webway to travel, they'd find and destroy a bunch of dormant tomb worlds in that 10,000 years.
There'd be no side distractions for the Imperium to deal with at this point, so I believe the Imperium could pull it off.
If you mean peak of power vs peak of power, the Necrons would probably win.

If the Necrons fractured and the IoM didnt, the IoM might be able too with the help of the Eldar Then the IoM might have stood a chance between the combined forces ofthe 2 races.
If Necrons never Fractured, they would win, they would take losses but but they would still undoubtably win.

I'm by no means a necron expert but weren't the oldcrons depicted as a sleeping uniform army of countless, mindless killing-machines poised to eradicate all life in the universe for their Godlike masters? blowing up a planet is childsplay if you're capable of seperating the warp from the universe.
The new ones are as likely to kill another tombworld as they are to kill a flesh being.
Plus they were pretty much devastated after they killed off their C'tan masters.(which is equally mindboggling stupid if you ask me)

Yeah, Necrons win.
You are talking about a race who mastered time and space. They are basically Daleks who haven't quite acquired time travel yet, but most likely will if you give them a chance.
There's also the celestial orrary, death stars (world engines), and they enslaved a bunch of god like creatures.
The only reason why the necrons haven't roflstomped everyone right now is because they lost a lot of their power after those C'tan, most of them are still asleep and because of those pesky spesse elves.
In a 1 on 1 fight between pre-heresy IoM and the Necron empire at full strength? Well, ever sprayed a nest of ant with poison? That's what would happen to the IoM.

If the Newcrons were fully awoken and unified under the C'tan (or at least some kind of central leadership) still they'd overrun the Imperium quickly, these were guys that destroyed the Old Ones.

They are less of a threat, but in power? We don't have concrete oldcron numbers, but newcron Tomb Worlds number in the millions, meaning the Necrons outnumber the Imperium. The main hit to their threat was that they are no longer a unified race.
Well actually they'd blow up the entire solar system Terra inhabits with the Celestial Orrery, if they so desire.
As for separating the Warp from the universe, the newcron fluff isn't very clear on where the Necrons stand on that.
