This is pretty much draw, they both excel in winter warfare.
The only difference between to that Vostroyans are probably trained a little better and Valhallans excel in anti-Ork operations.

Valhallans definitely have the numbers advantage, especially since they recruit both men and women. I'd peg them as the winners, personally.
