Simple answer: depends on the rest of your list, when in doubt, take both!

I have the two player starter set so I figured I'd ad another heavy beast then one or the other of those. What's the pros and cons to each one?

My preference is shepherd unless I'm running Absylonia. Of course, PhantomViper is correct that it depends on your list.

The Shepherd has no maximum on the amount of fury that can be pulled off of a beast but the Forsaken has a bomb effect that is useful.

Its up in the air depending on your list. For more melee oriented lists you want forsaken due to the distance they can take the fury compared to a shepard. Also since you are up close their bomb effect is now awesome for clearing infantry. Generally whenever you have a ravagore(s) you %100 take shepards in the list as they can sit back by the ravagores and a single shepard can remove 3/4 fury from the ravagore (animus + boosted hit + 1/2 boosted dmg) making it a completely "free" fury beast so your other beasts can run hotter.

Forsaken - more aggressive in your face, can remove fury from beasts after they charge
Shepard - more passive, sitting back, shooting

Shepherds are more defensive and way better at managing fury while being closer to the action. They are more frail and only cost 1pt each and also help to extend your forcing bubble which is VERY useful. Healing can come in very handy when a beast is missing an aspect and your warlock doesn't have the fury to heal them and cast/camp/etc.

Forsaken can stand further back and are more sturdy, can scrap if they have focus, are way more offensive, their blight bomb can be a game changer if the opportunity comes up, but a lot more limited in terms of fury management and 2pts each.
