I have a ten man space marine tactical squad with a rocket launcher and flamer. If I split this squad into two five man squads, one with a flamer and the other with a rocket launcher, then do I add points to the split up squads for the rocket launcher/flamer or are they free for the squads? Thanks in advance.

First, wrong forum, this should probably go in You make Da Call, but welcome to Dakka.
If you take a 10 man Tac squad then it gets the upgrades free, and only worry about points when building your list. By the by, if you only take 5 man squads you can't get the heavy weapon upgrades.
You combat squad at the start of the game, so don't have to worry about buying wargear at that time.

Yes and no. If when you are making you army list you get a 10 man squad, then combat squad it to 5 man, on team would have 2 or each team would have 1. If when you build you list you get a 5 man squad then no you do not get heavy weapons. This applies to Codex Space Marines tac marines. Other codexs have different rules.

It's the same with BA on this subject.

First off, welcome to Dakka.
Secondly, you buy the ten man squad, then the special weapons. You split them at deployment, sorting the sergeant and both weapons however you want, so all three can go in one squad, or two and one in one squad, however you want to split them. You pay for the weapons once, when you buy them for the ten man squad.

Welcome! I'm new too!
Just to add one more way of wording it (variety and repetition are always good):
When listbuilding, construct the squad to contain ten models. Assign weapons according to this number and as your codex guides you.
When you deploy, follow a note to yourself that you planned ahead of time to divide the unit into Combat Squads (which are nothing more than a tactic unique to all loyalist Space Marine chapters, useful for purposeful spread and focus of your forces).
This is the only way to have more than one special/heavy weapon in a Tactical Squad and still split them up into groups of five. Otherwise, if they are listed as only a 5-man squad, it's as if the Space Marine chapter's leadership decided, "Oh, they're a smaller squad for a specific purpose. Let's not expend extra resources to give them another weapon." With a 10-man squad, it's like, "We should send this group with a flamer and multi-melta. The squad's Sergeant will be allowed discretion as to whether the situation makes Combat Squads necessary."
