Hi guys, I was wondering if the Flames of War or Bolt Action miniatures were low cost enough so I could just collect them for modeling. I am a big time reenactor and I would love to make FoW or Bolt Action army of my reenacting regiment.

Flames of war is unfortunately not cheap and to be honest some of their models need a resculpt. A good alternative is PSC and Forged in Battle both make some nice models that are cheaper than FoW.
As for 28mm bolt action are a little pricey but will not bankrupt you like some other metal lines. With 28mm it is all about what line you want and how much you are willing to pay for them.

He could also buy other 3rd party model out there. Miniwargamefactory.com makes 28mm Germans and Americans IIRC. Not sure on the quality though.

As said there are tons of 28mm models out there. Oh I also forgot about old glory and Peter pig which make 15mm WW2.

Im not too well versed on 28mm WW2, but I can account that 15mm WW2 Plastic Soldier Company is a GREAT company! Pretty cheap and great quality!
The new plastic line of Infantry from BF aren't too shabby to be honest, and cheap (for now, once they pick up in popularity they will sky-rocket).
I don't have any Forged In Battle, but I hear great things about them. Only thing I heard is that they come with pre-sculpted Bases, so take that as you wish.

What are you after? Individual solders that each look unquie or an army that looks ready to invade?
If your looking for the whole army it will be cheaper to go with flames of war, possibly start with a company box set. Bolt action figures are bigger and arguably easier to paint but are more unique. Could always try the starter sets of each.

1/72 has thousands of models and can be combined with the thousands of 20mm figures like AB Figures;

Damn those are good models!  The only thing is, is that they aren't cheap to import to the US according to their website? Do you know any good 3rd party retailers to buy them from?

Sadly AB only have one stockist - Milicast - and they are forced to use ABs shipping rates too.
They are pricey... The GW of the 20mm world, but I adore them.
