So when you deep strike you move at cruising speed. but if your a heavy vehicle you always count as stationary. so if i DS my monolith does they heavy rule allow me to shoot my whip???

but the BRB says the vehicle (except walker) count as moving cruising speed

(also not tryin to stop my argument just putting both sides of the coin out there)

Don't see what the issue is truthfully.

For shooting with Heavy vehicles you are explicitly told they are treated as having remained stationary.

Yep, when you move a heavy vehicle 6" it is actually combat speed; yet when yo ufire you still count as stationary. Ditto DS.

Specifically - you count as having been stationary *for the purposes of shooting*. It's more specific than the blanket cruising speed status.

When a vehicle moves up to 6", it is moving at Combat Speed. However if it's a Heavy vehicle, it counts as not moving at all, for purposes of how many weapons it can fire.

When a vehicle Deep Strikes, it counts as moving at Cruising Speed. However if it's a Heavy vehicle, it counts as not moving at all, for purposes of how many weapons it can fire.

This is the basic concept of how all special rules work; a specific exception to a more general rule.
