Quick question is there a way to get a infantry unit our of close combat on my turn so i can get them to be able to shoot?

Only if the unit in combat dies / falls back during the shooting phase, that I can think of.

The only way I can think of to get a unit that is locked in combat out of combat on your turn is to shoot at nearby unengaged enemy units with blast markers and hope they scatter onto the combat and hope they kill all of the opponents in said combat.

DOesnt Terrify operate outside the assault phase? That can cause units to fall back.

Yes actually, so there are two ways to do it.

Yeah but doesn't the Assault phase come last? So if you do it at the end of the enemies assault phase they can't really do anything about it...

But yes that is not word for word of what the OP was asking...

Admittedly VERY unlikely, but another way could be to Tank Shock a nearby enemy unit in the hopes that they will Death or Glory! against it, explode it, and kill the foe that way.
One thing to bear in mind - units in close combat don't take Morale tests for 25% casualties, so you can't force your own to fall back that way. I'm not sure if Terrify is affected at all.
