Gha,,,I actualy had some high hopes for the creativaty in this thread but everything is of the rails. If the units where justefied fluff wice with all the special units, that I could live with because it is a fan made Codex and people should make this game their own. 10 out of 10 for good idea.
However, the problem is that these rules really make no scene at all. While I would not advice you to download PDF's to look at them for inspiration I would ask some friends of yours, I am talking to you wargey, if you could borrow the marine codexes for inspiration. If they have any.
Regular Marine Codex: This codex has some good larger than life special characters. A good place to start to get a baseline for your rules and character stats.
Space Wolves Codex: A book with PLENTY of mean characters who are unique: The anvil guy, the trickster, all the wolf lords, even a dreadnought character. Look at these and learn. And then look at the build options for the space wolf wolf lord and realise that this is among as strong as they get.
Blood angels: Here you have angelic/vampyric characters that are just cut above the stats of regular marines. If you want to mess with things like this then go here for insiration.
Dark Angels: Decent good heroes with good anchient artifacts as inspiration.
Chaos Space Marines: These are what happens when a marine gets boosted by help of the warp. Even they do not have stat lines like you sugest.
And I would like you to grab hold of "the badab war books" 1 and 2. These books have together some 30 special caracters in them for different chapters. These are good blueprints to inspier army wide rules, or heroes that do not use convetional tactics.
Also, for gods sake read the forgw world book about the horus heresey. The primarcs are not even human, they are the pinacle for humanaty's genius and are mutch better then anything anything should ever bee and cost some 4-500 points. Your sugested characters are even better then them in some regards.
And to sumerice: Look at Magnus Calgar, is your sugested heroes better then freaking Magnus Calgar? REALLY? If not, they should not overdoo him in the statline. Look to the space wolf wolf lord and look at what weapons and items he can get. Do not go over this with your estimate and use this as insiration for the prising of your units.

No, you're not. You have been told by everyone nearly the exact same thing. You need to take everyone's points and weigh them as which ones are more logical and balanced.
Your primary focus should be on making fun, balanced, and simple rules, not complicated, overpowered rules that also ignore the fluff.
But I've been telling you this since page 1, and yet you continue to disegard it.

Go look at McNinja's codex, his Tu'Shan is far more reasonable, and even then I suggested he be changed slightly.
Tu'Shan is an ordinary chapter master, no bigger or stronger than any other to befit having a different stat line than any other chapter master has. Give him a special hammer, and melta pistol, and a drakescale cloak. Boom,done.
Let me state this again, don't create crazy, overpowered, over the top units with a million new rules, statlines, and other changes. Use the existing units and wargear from the other codices.

He is dyslectic and he claims to spell phoneticaly. Dysletixs things visualy as oposed to verbaly like a lott of regular people do. That means that words often do not get the right grammar. Verbs for instance means the same thing in a dysletics head because he visualises it. The problem is that the semiotics are not an actual blueprint once it reaches the keyboard. To a dsyletix words like "the" "a" "an" does not compute since they do not comgure up an imadge. They are just words put there by the grammer but they are "hollow".The english language is overly complicated. It is in fact one of the most dificult languages to master, easpecialy the written language. It is the same reason why chinese people do not get english grammar right because their language consists of putting picture words after each other, no grammar.
So please, I am a dysletix, do not be offensive with him because he spells badly. In fact do not be offensive at all. But what would be nice is to see the new sugested rules get worked on propperly. Instead of just mentioning everything that comes to mind.

I think this has ran its course.
If the OP wants to start a new --- revised/mk II etc etc -- thread then that's cool, we'll see how it goes.
However I must stress that whilst we allow or expect the odd typo or error we do ask users to take time and effort with regards to spelling, grammar etc etc. It's easier for all concerned and also makes the author look more serious and worth reading.
