Forgive me if this is easy stuff to sort out but the necron fluff changes have got me wondering.
Firstly I'd love to know what the theories are regarding the void dragon and mars now that all that semi established stuff is hard to stand on. Is there any way to salvage it beyond saying its borked on account of mr. Wards magic wand?
Second off, why did the Necrons take a nap during the enslaver plague if they had nothing to fear from psychic predators and they had already blasted their one time overlords into bite sized pieces?
Thirdly, if the Necrons are capable of taking the star gods of unimaginable power that had the old ones on the ropes down a peg, why haven't we seen any of that quality of bad-assery in the modern era? I understood they did a lot of galactic subjugation before, though I suppose they used to be better united.
Lastly is there any known connection between the cabal and the Necrons or star gods? It feels silly but I imagine its something to look into.
Any info or theories on these subjects would certainly rock!

1. Still fine its just a shard now instead of a full C'Tan.
2. The most provocative answer is that Orikan the Diviner is really the Deciever (Shard/s) and convinced the Silent King that the Necrons could not defeat the Eldar and should instead just wait it out. This would remove the biggest threat to the Deciever; Necrons with the ability to shatter and trap C'Tan. And give him time to do his thing with the other C'Tan out of the way as well.
3. They are bearly waking up and already a threat to the biggest players in the galaxy.
4. Nope.

It's possible that the Void Dragon is still a whole C'tan, but that is currently unclear. He tanked Vaul and a bunch of Blackstone Fortresses, after all, which makes the Emperor beating him one-on-one seem a little strange unless the VD was malnourished or sharded.
In the old fluff, the Necrons went into hibernation during the Enslaver Plague because there wasn't anything for the C'tan to eat. Thus they slept and fasted, waiting out the Enslavers and giving their food enough time to recover.
In the new fluff, however, they went in to hibernation to wait out and hide from the Eldar, who survived the War in Heaven and then-outgunned the crippled Necrontyr Empire. The Silent King ordered everyone in to stasis as their military strength was tapped from battling the Old Ones and the C'tan.
The Necrons are currently divided by in-fighting and power grabbing in the absence of the Silent King -- they were only able to defeat the Old Ones and the C'tan because of their unified purpose. Most Overlords dream of a return to such glory, but they also dream of being the one in charge.
I'm wholly unfamiliar with the Cabal, but after looking at Lexicanum to get a primer on how they function, I don't think that they are connected. When the Necrontyr flourished the Warp was pretty tame, and it was not until the finale of the War in Heaven that it started to spew out horrible gribblies in to the galaxy.
That's about all I have to offer, I think. Hopefully this answers some of your questions!

No, it's not. it is 100% confirmed that every C'tan was sharded (Or destroyed in the case of the Flayer). This shard may be an exceptionally powerful one, but it is a shard, none the less.

Mechanicum explicitly mentioned that the Void Dragon was malnourished and still replenishing itself when the Emperor fought him.
So the Emperor was nearly bested by a starved shard of a C'tan.

Tome of Fate is a Tzeentch oriented supplement for the Black Crusade RPG by FFG. It not only contains information on Tzeentch and his servants, but also the Necrons, as they are the race that Tzeentch hates the most. It's also much, much better written than the Necron Codex.

The Void Dragon/Dragon of Mars thing etc no longer exists. Void Dragon is listed as a shard enslaved by the Necrons and was not mentioned in the newcron codex.

The Enslaver plague no longer exists, the Necrons went into hibernation because they were "exhausted" fighting the Old Ones and the Eldar were gunning for them (doesn't make sense I know, but oh well).

I understood they did a lot of galactic subjugation before, though I suppose they used to be better united.
Because the Great Sleep shattered the Necron race, destroying much of their tomb worlds. And they're not united. They're disparate small dynasties scattered along the Eastern Fringe. Some are not even overtly hostile to the Imperium and will trade/work with them.
Lastly is there any known connection between the cabal and the Necrons or star gods? It feels silly but I imagine its something to look into.

You guys must be reading a diffident book then me. They did not fear the eldar, they were tapped out. They killed Gods, they were stretched and the man in charge was ashamed and well depressed. He and they just did not have it in them for another fight, they prob could have done it, but the king was not into it, he was done. To me it makes far more sense then the old one, but YMMV.

I actually quite like the new fluff.
What with having multiple shards it opens the opportunity for converted C'Tan models (not that you see many).
it also meshes better with the new idea of more aware and diverse necrons.

IMHO, you shouldn't gauge the ability of the Emperor in this circumstance against shards. When it was written, it was a whole - albeit weak - C'tan and that was how Graham McNiell wanted to show the Big E; as capable of defeating a (weakened) C'tan rather than a shard.

Several problems with the new Sleep reason.
1. The new fluff removed the part where if a Necron is destroyed it get put in a new body. Now they are machines with no means of replenishing numbers. Going into a stasis which leaves you further vulnerable to destruction will only further diminish numbers.
2. The time frame no longer matches. The 60 million years matched up to allowing the galaxy to repopulate, especially since the Old Ones had laid countless seeds for new species. Sentient aces to a long time to evolve. Now waiting 60 million for a single race to die out is over kill, and makes the chances that an even more powerful race could be there. And the 60 million years doesn't really match up with the Eldar fluff IIRC.
3. Currently there are still billions of Necrons in stasis. If that's "tapped out", that's a pretty inept commander.

What, 3 years later?
Ruducing the power of the C'Tan to "Table top" level has been an idea since shortly after their 3rd ed codex. Graham McNiell, might not have known the full extend of the change. But it would be nieve to believe that he did not know anything about it.

Because the Necrons are the only race that Tzeentch cannot manipulate.
From the Tome of Fate:
"When the Necrons gave up their souls in exchange for immortality, they severed the strings of fate. The Necrons have remained in their unchanging state for millions of years, and will remain so for millions more."
The Necrons are therefore entirely capable of thwarting Tzeentch's plans, and that really pisses him off.
