ex. I'm scratch building a T-Fire cannon, under what circumstances is it tournament legal, if ever? I just want a model that I can field without starting any confrontations should I just start playing with random people from my flgs

Nothing official IIRC, however most people go with a rule of cool.

In general though if you keep it the same size/shape you're normally in the clear.

Make it the same shape and size ... then its down to build quality.

If it look like rubbish only friendly games.
If it looks amazing, better then the original, it should be good for Tournaments. However you must ask TO to be 100%, end of the day they are able to pick and choose.

As long as the model conforms to the standard sizes of the original it is imitating, there is no issue. That being said, it's approximate size and overall dimensions should be very similar, and the gun barrels should not appear to be modeled for a tactical advantage.

The usual problems will come from making a model too small (to get a better or easier cover save) or to make a gun barrel very large\long (for increased range without penalty).

Avoid those two points, and everything else should be fine.

Tourney legal under what circumstances?

Under THAT tournament organiser's say so.
(GW don't run tournaments outside of a few select locations and don't care outside of those).

There is NO global "acceptable" proxies and scratchbuilds master list for tournaments. TOs are free to accept/deny whatever they wish.

That said, MY TFCs for my marines (when I still played - up until last year) were Mantic games' Jotunn Hailstorm cannons. The metal TFC was plagued by miscast issues (locally) and it was not out in finecast (with a 100% increase in price and NEW miscast issues) and since I won't buy FW (Burned once, no more shall they sully my gaming table) and couldn't be arsed to scratchbuild one when these were out and met the description.

They would have been acceptable in the last tourney I ran.
They were acceptable in the last one I played in (but as I said, GW don't run tourneys in my country and I don't play in stores - tourneys or otherwise).

I am glad for the Rule Of Cool because most of my models are scratchbuilt to an extent.
I have 2 store bought Valks., 2 Chimeras and 3 Sentinals.
I have 2 LRBT that I built with the LRBT accessories kits, 4 Chimera (can also be made into a Medusa and 2 Griffons) that I built with the track units of Chimeras. I have a LRBT variant and a Hell Hound variant that are complete scratchbuilds. The LRBT is slightly larger than the actual model. Both of those can interchange the weapons.
I also have a Manticore that I built on a truck model that I converted to a half trak.

Most of my troops are GW. Many of them are conversions from Warzone.

It's entirely up to the TO of the event. You could email them photos and ask for permission. If granted, print their reply and take it to the tournament with you.

But there is no blanket rule for this. You will probably find some TO's will be fine with it and some won't allow it.
