So ive narrowed it down to playing one of these armys
German
Finnland
Romania
So Ive crossed off Russian as my buddy isalready preparing his horde. Im thinking about going finnish so I have acess to my German tiger tanks and the russian T34 tanks but I would love to be able to fight people outside of red bear and grey wolf. Romanians are kind of Meh with options to tanks, I already know how this guy fields IG in 40k and how uncreative he is at playing so im expecting a good bit of infantry. Regardless I need to know what path to choose.
Are finns really more elite than germans? (I doubt it)

Just checking http://www.easyarmy.com and I don't see any Finn lists that allow for Tigers. The most recent BF pdf for the Lapin Sota forces does allow Finns to take Pz IVJ, and the LW Grey Wolf lists include the Stug III.

If you want Tigers, and a whole load of other lists to choose from just go Germans. If any of your other buddies pick up UK or USA well even better for you. Finns have some elite units yes, but so do Germans.

If I were you I would play Germany to start instead of one of the minor powers. I play Hungarians and minor powers are great and fun, but you're going to find yourself severely limited in what you can bring. The Germans have a million and one lists, with varying equipment and ratings, plus you would be able to have a semi-historical battle against any Allied player.

I would go the German SS route. They are some of my favorite units. Alot of people like the the SS lists from Grey Wolf.Me i prefer the 2nd and 12 SS lists from Earth and Steel.
Another good list is the HErman Goring one from Dogs and Devils alot of 88s more than any other list. If you do not like the SS you could play Fallschimjagers they are probably one of the better armies to play for a colllector,for the simple fact that you may play them in any period of the war and their company set from BF is decently priced.
Me if i was going to build another GErman force i would play Herman Goring,i like the idea of all of units,even gets Italian paras.

As a Finn player who's transitioning my force for v3 and a German player in possession of 3 Panzer forces, I recommend starting with Germans.

Finns can be great but they require a definite strategy that has little tactical flexibility. They also suffer from a lack of adequate armor in LW and their armor in MW is way over-costed for v3. Jaakari are generally seen as the best Finn list since it has so many options and is very strong, however Jaakari are fragile.

Another issue with Finns is that none of the lists currently available accurately reflect Finn forces in WW2.

Germans are great and have access to a wide variety of units and lists. I primarily run Panzers in EW & MW and Schwere Panzers in LW. I'd advise against running a Schwere Panzer force as a beginner since it requires a certain level of finesse - many new Tiger users want them to be in the enemy's face and they simply aren't good at that. Schwere Panzers are very much a defensive tank force that do best by keeping the enemy at range.

Basically.

I've found the key is to use the Tiger's 88 as a mobile stand-off weapon. Keep the enemy between 24-40" away, using Stormtrooper to pop back into cover at the end of the turn. I also use Gepanzerte Pioneers to sit on objectives or bombard infantry hordes with Stuka Zu Fuss. Marders can also be cheap flank guards - sit them at the edge of a wood for added durability.

I'm currently working on Panthers for KG Bake - which should be a change of tactics.

Well good luck with a minor power. They are often the hardest to play. Finn's and Hungarians i'veplayed against both work well. If you go finn's then you can use the Lapin Sota PDF to play allies.

Personally I'd consider polish LW if you want a minor nation as you can be in Italy and Normandy, and are easy to use as Brits too

If I can get away with it, I use Lapin Sota Jaakari for any LW force since their costs are better balanced than in Grey Wolf. Battlefront sort of screwed up though since they gave them Pansaari support with PzIV Js but left out the KV-1 entry!

If you do go with Finns, the better lists are the infantry lists. Pansaari suffer from having (mostly) historically accurate units but bad tanks for LW. Sturmi, while cool, suffer from low model count per unit. Don't underestimate Pioneeri, Jaakari HMGs, Pak40s, and Heavy Mortars. If you do decide to take artillery, max it out with the best guns and use the Finn rules to your advantage. Don't forget that Jalkavaki in LW can be a fortified company. Before you buy, be sure to vet your list online. Finns can be expensive, so you don't want to buy unnecessary units.

Back in the English morass

If you want a pure infantry army then the Finns are one of the best choices in the game, they don't really need armoured support. Personally I only use a few T-26s are they are very cheap.

If you want a minor axis power with Tigers then you will need to go Hungarian who can get Tigers, Panthers and PzIVs.
