I picked up some paint from my hobby shop to paint my dark eldar and I got something called green fluo thinking that's a funny name for green. I started painting with it and it acted more like a bright wash or ink. I like how it made greens brighter I'm not complaining but how can I best utilize this paint.

Fluo is probably short for Fluorescent. Take a look at it under a black light - it should glow.

So I picked up a black light to see this in action. Looks like I may need to clean it up a bit, but I like the idea of black light night fighting.

btw nice paint job on the dark eldar. Looks nice and original.
Question, in that gak storm of new/pointless paints did GW release fluorescent paint? Or did I just make a complete fool of myself?

No, GW don't have fluoro paint.
Vallejo and a couple of other makers do, however.
Their paints are often cheaper, and will probably match the older GW paints for colour/tint better anyway (like their new ones don't).

My nids are done in Fluorescent colors. (Check out my gallery)
Best way to get fluorescent colors to pop is to to use a white undercoating (you'll have a snowballs chance in hell of coverage over black). It's naturally quite thin, as you've discovered, so lots of layers to get good coverage. I also like to use fluorescent colors for highlights on main colors (use a little fluoro orange on the tips of flames and such).
If you think fluorescent paint is cool, I also suggest checking out colorshift paint.

I'm digging those Nids man and being that my Dark eldar are scorpion themed I figure why not kick it up a notch. just wish I didn't have to have a black light lamp to show it off. mike pick up magenta to make my dark lances have a nice glow.

A lot of the more interesting paint effects require certain set up in order to get them to come across correctly. Flipping/Color Shifting/Interference paints which were mentioned above as well as the fluorescent paints which you are using. IMO - it is quite often worth it, though I go through and put together display shelves for all of my stuff in order to get the maximum impact out of the finish which I choose for them.
You might want to take a look at Dayglo paints though, the color is more intense outside of the black light for those - granted it still is quite as bright as it is under black lights.
There are also a couple of Phosphorescence paints which are clear under normal circumstances - but that will glow under a black light (and continue to glow in the dark to boot).

Sucks to hear about all of these neat paints when a chunk of my army is already painted, but I worked with the fluo paint agin now knowing what it is.

It wouldnt work for my orks very well (sadface) but i intend to get Tau allies eventually. Totally doing that for them.

Depends on whether or not you still adhere to the orks as fungus background.
There are a lot of fungus like Mycena illuminans that are bioluminescent - no reason why you can't have orks who are as well.
Do the skin with a fluorescent paint (either a visible or clear one) - then do the warpaint either with regular paints in order to create a null when illuminated under black lights or use a different set of colors - orks are nothing if not garish...especially ones like the flash gitz.

If you get the airbrush acrylic fluorescent colors (like I did), the paint is super thin to begin with, and doesn't cover for a lick. Just lay a thin coat of fluo green over the skin of your greenskins and you're in heaven. Ymmv, so do some experimentation before automatically dumping paint onto a prized miniature And another easy way to incorporate fluo paint into already painted miniatures is to go through and edge them with it. Another ymmv. It does work when it's over black (even tho you can't see it well in normal lighting).
