Once you bump up in points, make your clanrat packs 5x40, and get slaves in the same formation. You can get the IoB skaven half for a pretty good deal on the internets. Ill link my 2500 point list in a sec. Warp Lightning Cannon and Plagueclaw Catapault are great as well as a Hellpit Abom. Its up to you if you wanna use a Screaming Bell or Plauge Furnace. Ive seen lists with and without them. Good luck and have fun!

I play Skaven competitively-ish. By that I mean, I have a tourney ready list minus the hundreds of models. To play skaven well, at any points level, you need toys and adequate units.

The smallest unit in my army is 10 models, but that unit is hidden at the back of the board providing a storm banner.

The largest is 50 models. The average is 40. Skaven buses are the norm. And slaves are bent but don't go overboard. Two units of 40 and a unit of 50 are enough.

Clanrats go in 40s, with mortars and warpfire throwers. The champion is a waste, and shields are a must. Standard and musicians are good.

Stormvermin are an odd unit. They are a combat unit that can't stand up in combat. T3 with a 5+ armour and 1 spell in 2 lores to aid them in combat. I take 10 with the storm banner to bunker my characters. Again, they have a mortar/warpfire thrower.

Night runners, are a miss entirely. You have better core options and gutter runners do what they do and more.

Giant rats are excellent, they provide you with charge blockers and redirectors. 2 units of 5 with a packmaster are enough.

Rat ogres are meh. They are T4 with no saves at all. Unless you take the unit upgrade that gives them regen, they will die.

Gutter runners are necessary, as they deal with war machines like nothing else, they can kill them easily with shooting due to poisoned slings, AND they get 2 shots each. So a unit of 9 will, on average, do 3 poisoned wounds to a warmachine a turn. And guess how many wounds war machines have? Thats right. 3.

Plague censer bearers are good in a plague monk list, but otherwise, skip them.

Rare choices wise, the best combination is 2 warp lightning cannons and a hellpit.

So I take it that doomwheels are out of the question?

Ok, I'll be commenting on the high elves.

Well, it needs some improvement. Firstly, for HE, you want to go with as little core as you can, which means, in 1000pt battles, 250 points. So, you don't need that many archers. Also, archers tend not to be the best choice. However, one thing they're good for is mage-bunkering, so you can keep one unit for your mage. With your leftover points, I'd beef up the Swordmasters (for which you have incorrect points values by the way) to at least 14 strong, with FC preferably. Drop your level 1 Mage, it puts you over on heroes anyway, these saved points can be spend upgrading the remaining mage, or spent on the Swordmasters. Also 2 Eagles are better than 1 Bolt Thrower.

Oh, and the HE list is mostly illegal. Your lvl 1 mage, archers and swordmasters are at incorrect points values and you've got an illegal amount of magic stuff on your lvl2. Have you even got the Army Book?

He picked up an old book at a book store for a couple bucks so he's using that until he can get the current one
